Apply as eyeliner, drawing a line starting at the inner corner of the eye at the lash line and moving towards the outer corner. Draw up to the socket line and then smudge and blend across the eyelid to the edges with the fingertips. Apply a small amount to start, making it easier to blend the color onto the eyelid. Add more if needed. Layer until the desired intensity is achieved.
